The dissertation is devoted to scientific and practical problems of business development in conditions of building innovative-investment model of Ukraine's economy. World and domestic experience of business development and its influence on transformation of subjects managing in conditions of economy transformations are investigated. The approach to development of strategy of innovative-investment activity of the small and average business in view of sources of investment and an estimation of capacity of the markets consumption of innovative production is proved conceptual. Approaches to designing modern control systems by competitiveness of small and average business in conditions of enterprise risk are investigated.
