In this work the generalization of theoretical bases of financial maintenance of development of a water-economic complex of region is carried out and offers on attraction of financial resources for achievement of this purpose are brought. The essence of financial maintenance and its value for development of the enterprises is investigated, the characteristic of a water-economic complex is given and its role in economic development is opened, the mechanism of financial maintenance of development of the enterprises of a water-economic complex is considered. Methodical approaches by calculation of tariffs for services which are given by the enterprises of a water-economic complex are proved. Offers on financial maintenance of development of the enterprises of a water-economic complex are prepared, the methodical substantiation of volumes of financial resources for development of the enterprises is carried out, the ways of concentration of financial resources of a water-economic complex are offered. Methodical approaches to formation of payments for water and creation of Regional Fund of financing for more effective mechanism of attraction of financial resources are offered with the purpose of the decision of problems of the enterprises of a water-economic complex. Volumes and structure of financial resources of a water management of region on prospect are determined.
