Topalova E. Approaching of the domestic governing system to the European standards: regional level

Control system at a regional level in Ukraine. To investigate theoretical bases of management at a regional level, to reveal not investigated questions in this direction, to prove ways of approach of a domestic control system at a regional level to the European standards. Methods of research is: the logic, system-analytical, is functional-structural analysis, the comparative analysis. Are revealed internal institutional-legal contradictions in the organization of public authority at a regional level and it is certain mechanisms of formation of effective institute of management at a regional level: legal - entering of legislative changes concerning to formation and functioning of institute of management at a regional level; institutional - acceptance of statutes of territorial bulks; economic - formation of the regional property; It is proved directions of modernization of a domestic control system at a regional level according to the European standards: a recognition to institute of management at a regional level in system of the territorial organization of authority; maintenance of civil participation in the decision of questions of regional value; optimization of a territorial basis of management at a regional level; improvement of is material-financial maintenance. Results are introduced in Odessa regional раде, the Supreme body of Autonomous republic Crimea, the Odessa regional state administration and the Odessa regional institute of government НАДУ at the President of Ukraine.
