Vavzenchuk S. Constitutional bases of development of the executive authority in Ukraine.

The dissertation is devoted to research of constitutional bases of developmental process of executive authority in modern Ukraine, characteristic of the constitutional principles of the executive authority with the account of constitutionally proclaimed aim on construction of the democratic government, state of law and welfare state. The author formulates the definition of the constitutional bases of the executive authority, and offers the model of constitutional development of executive authority system in a context of realization the constitutional principles of its organization and functioning. The work proposes content characteristic of the concept of systematic development of the executive authority in aspect of expansion of a methodological basis of the analysis by means of inclusion in it the process of institutional interaction of the executive authority with other branches of state authority. It is proved, that the further development of constitutional bases of executive authority institutional reforming should be maintained by working out a number of new acts, which would precisely define duties of the concrete bodies of the executive authority, and system of executive authority as a whole, concerning maintenance of principles of a transparency and responsibility. The author analyses the causes and directions of constitutional bases of executive authority genesis and pays the special attention to the urgent problems of constitutional regulation of the state service. The author gives recommendations for improvement of the current legislation which adjusts bases of functioning of executive authority institutes, argues concrete propositions concerning acceptance the laws, which would stimulate constitutional development of the executive authority ("On information openness of the state authority and their officials", "On the civil control of state authority bodies", "The bases of a state service in Ukraine") and its approximation) to the modern democratic standards.
