Kryachko Y. Formation of the state target program for higher competitiveness of the regions of Ukraine

Object of research: the process of formation of the state target program for higher competitiveness of the regions of Ukraine. The purpose of work: the theoretical substantiation and development of methodical recommendations as to the formation of the state target program for higher competitiveness of the regions of Ukraine. Research methods: system approach, correlation analysis, statistical technology, pattern recognition technology (cluster analysis), system and logical approach, discrete dynamic mathematical models. Theoretical and practical results. There have been improved: the essence of the conception “competitiveness of the region” has been specified, the basic factors and the components have been determined; the complex methodology and mechanism of assessment of competitiveness of the regions of the country, which allows to analyze its hierarchy (macro-, meso- and microlevel); the methodical approach to analytical ensurance of cause-and-effect chain “quality of life of population – economic growth – competitiveness”, that synthesizes these categories within the target program. The structure and process as to the formation of the state target program for higher competitiveness of the regions, that views correlation of competitiveness and socioeconomic development and ensures the system targeting of the program; the qualitative forecasting of the dynamics of socio-economic development of the regions of the country on the basis of discrete cognitive models, that allows take into account the feedbacks of the system and produces the effective management decisions in this sphere; the methodical approach to selection of the first priority regions of the country that are to be included into the state target program for higher competitiveness of the regions on the basis of positioning of the region in area “competitiveness – economic growth – quality of life of population” and takes into account the dynamics of its development.
