Shudrikov V. The legal and organizational foundations of transport means technical supervision by the Traffic Control Department of the MIA of Ukraine

The dissertation is dewoted to the problem of doctrinal definition of legal administrative mechanism of transport means technical supervision carried out by the Traffic Control Department. Such concepts as "legal responsibility for traffic control" and "rules of transport technical inspeetion" are represented. The main five stages of transport technical inspection are detailed. The legislation to regulate the procedure of state technical inspections of transport is systematized. The author comes to conclusion that it is necessary to involve commercial structures, especially insurance companies into this process and to use the partner's approach while solving the problem. The author proposes to enhance the responsibility of car owners and car drivers for avoiding the procedure of transport technical inspection.
