Tisnoguz V. Administrative and Legal Environment of Decentralization in Management of Local Public Affairs

The thesis analyses administrative and legal environment of decentralization of state and self-governing authorities, influence on budget process, economic development of the territories, financial provision of local communities in the field of municipal economy, providing high quality services in education, culture, sports, health care, legal order, information etc. Based on learning of positive experience of decentralization as an obligatory feature of a democratic society, it is outlined the basic directions of law preservation of Ukrainian local authorities' powers, sufficient for the solutions of the problems of public affairs management on local scale, which is supposed to give the opportunity for the state development in the context of European integration.
