Morgachov I. State Scientific and Technical Policy of Development of Design Organizations

The object of the investigation is the process of developing improvement trends of state scientific and technical policy of design organization development. The subject of the investigation is theoretical, methodical and practical principals as for the formation of improvement trends of state scientific and technical policy of design organization development. The aim of the thesis is development and background of theoretical and methodical principles and elaboration of practical recommendations directed to the improvement of state scientific and technical policy of design organization development. The methods of investigation are historical analysis, deduction, system analysis, synthesis and generalization, statistic analysis, correlation analysis, sociological researches. Scientific novelty of the results received consist in substantiation of the necessity of systematic approach as to the state regulation of design organization activity in Ukraine. For the first time the concept of information maintenance of the realization mechanism of state scientific and technical policy of design organization development has been worked out. Theoretical and methodical bases of design organization division according to the scale in Ukraine, trends of their scientific and technical potential diagnostics and organizational techniques of state scientific and technical policy realization of design organization development have been improved. The principles of formation and peculiarities of realization mechanism of state scientific and technical policy and theoretical statements of design organization state regulation have been further developed. The paper describes the peculiarities of the design organizations, their state regulation, a role and a place of these organizations in development of science and engineering in the country, and the factors of affecting on the activity of design organizations.
