The state budget as instrument of realization of fiscal policy by which goals of development of national economy gained. Scientific-theoretical grounds and the practical recommendations directed on social-economic growth in relation to pursuing a budgetary-tax policy and forecasting of parameters of the state budget of Ukraine in the conditions of relations of markets. Methods: system-analytical, statistical, economic-mathematical, scientific abstraction, groupings and classifications. The results received during performance of research, supplement and develop theoretically the features of the state budget as an instrument of the macroeconomic regulation. Conclusions, offers and recommendations formulated in the dissertation, can be used in the process of ground of decisions directed on perfection of practice of the budgetary planning and forecasting. The system of indicators of estimation of short-term efficiency of fiscal policy is extended. The method of calculation of structural deficit of the state budget of Ukraine is developed taking into account the level of full employment in a national economy, which enables to estimate implementation of stabilizing function a budget. Suggestions of exposure of possibilities and social-economic consequences in the result of multiplying the structural deficit of the state budget of Ukraine and also perfection of mechanism of the budgetary regulation of economy of Ukraine is with the purpose of providing of the economy growing are introduced.
