Essence of housing and communal economy is specified as object of the legal adjusting. The features of the legal providing of housing and communal economy are certain. Activity of enterprises of housing and communal economy is explored in the modern terms of menage. Legal frameworks of reformation and development of housing and communal economy are analysed. The tax tool of adjusting of development of housing and communal economy is considered. The analysis of negative factors is carried out in the field of housing and communal economy. Normative and methodical bases of reformation and development of housing and communal economy are developed. It's based mechanism of the special order of payment of the value-added tax by the enterprises of housing and communal economy. The administrative and low terms of development of housing and communal economy are improved.
