Dissertation is devoted to the scientific ground of theoretical approaches in relation to the improvement of legal frameworks of providing of financing of higher education organizational and in Ukraine. In work the system of education is analysed in the modern terms of development of Ukrainian society and state. Essence and legal nature of education is certain. The analysis of the normative and legal providing of higher education is carried out of Ukraine. Classification of norms of the legal providing of the system of higher education is developed after the level of their meaningfulness. Suggestions are developed in relation to strengthening of the system of the budgetary financing of higher education. Conceptual bases of the organizational providing of financing of higher education are developed in Ukraine. It is based expedience of development of the combined system of the financial providing of higher education. The chart of crediting is offered on the basis of loan of contingent-income.
