Shvets V. Public Authority Organs of Ukraine as Subjects of the Land Legal Relationships

A concept and signs of public authority organs is in-process probed as subjects of the land legal relationships. The features of land are studied as to the object of the land relationships with participation of public authority organs. Plenary powers of public authority organs as subjects of the land legal relationships are examined in the matters of rights on land, grant and exception of land. Legal status of public authority organs in the agreements of purchase-sale of land areas of public domain and at the conclusion of other agreements in relation to alienation of land areas are characterized. Plenary powers of public authority organs are analysed as subjects of the administrative land legal relationships in the field of establishment and change of limits of administrative-territorial educations, planning of the land usage, organization of the land usage and state control; in the field of the use and guard of land, their monitoring and conduct of the state land cadastre, and also in industry of economic stimulation of rational land-tenure and compensation of harm and losses agricultural and forest production. The scientific conclusions and propositions as for the improvement of the legislation, regulating the legal status of public authority organs of Ukraine as subjects of the landed legal relationships are substantiated.
