The dissertation is related to the complex analysis of financial and legal regulation of innovative activity expenditure upon condition that the fiscal and tax policy of Ukraine is directed to construction of innovative model of economy and increasing of competitiveness world level. The characteristic of legal regulation of financing of public expenditure on innovative activity is presented. The order of financing of public expenditure on innovative activity and sources of financing are defined. The features of legal regulation of a special type of the basic subjects of innovative activity in Ukraine (technological parks) are considered. The prospects of participation of the state and local governments in venture financing of innovative projects are investigated. The features of financial control over effective expenditure of budgetary funds on innovative activity are defined. The offers on modification of legislation regulating financing of public expenses on innovative activity are developed.
