Ivanyushenko V. The constitutional right of an individual and a citizen for safe and healthy environment and its ensuring in the local government system.

The problems of formation and development of the right for safe and healthy environment in the whole law system and its ensuring by the local government are studied in the dissertation. The formation and development of standard and legal regulation of the individual and citizen right for safe and healthy environment according to the standard of interstate and Ukrainian national law have been analysed. The author studies the notion of the constitutional right of an individual and a citizen for safe and healthy environment and defines its characteristics, object, subject, signs, substance and place in the system of an individual and a citizen rights. The notion of juridical guarantees system in the studied kind of law has been formulated with consideration of the right guarantees notion definition which had already been in juridical literature. They are considered like constitutional guarantees and field guarantees. It is proposed to classify the local government authorities proceeding from standardizeddefinition of its system structure. The circumstances of local government effective activity to ensure the constitutional right of an individual and a citizen for safe and healthy environment are outlined in the dissertation.
