The dissertation is devoted to the examination of the theoretical and methodological principles of becoming of science of informational law of Ukraine, the influence of globalization on the forming of public informational policy, global and Ukrainian informational law, the problems of regulation of informational relations and realization of information right. The place of the informational law in the system of the national law is determined, the foreign experience of the legislative regulation of informational relations is analysed, and the practical recommendations of establishment a correspondence of the development of the national informational law to the world tendencies are given. The concept of the modern informational market is given; the legal regimes of the access to the information are proved. The theoretical ground of the legal regimes creates the methodological principles of forming the market of informative goods and services, including the use of the mode of the limited and defamation information. The questions of the realization of information right according to the access modes to the information are considered. The general principles of the informational policy and priority directions of the state legal regulation of the informational sphere, the problems of realization of the information right in the legal system of Ukraine, the correlation of the legal institutes of human rights, democracy, and informational relations are determined.
