Dissertation work is devoted to development, research and use of methods and technology of resources administration in distribute service-oriented information system on the basis of rules. The methods of access control for network resources on the basis of rules are improved. The syntax of access rules to the resources is curtained. The method for access rules determination is set. All rules are divided on the rules of resources and users. When user sends request to the resource, the access system make a decision about admittance of user or declining request as an operating rule. The resources administration method for distributed information system bases on conception of the rules usage for a decision-making to change the state of object. The method uses complex estimations in the logical constructions of rules for maintenance quality of service. The commands of these rules can change the access rules for quality maintenance.
