Object of research is managerial process by development of the industrial enterprises in conditions of uncertainty and risk; the purpose of work - generalization, development and development theories focused on proproblems the focused theory, methodology and toolkit of the analysis and synthesis of the integrated systems of automated management by development of the industrial enterprises and the decision on this basis of the important scientific and technical problem - increases of a management efficiency by the industrial enterprise. It is scientifically proved, that development is an obligatory condition of effective functioning of the enterprises in market conditions and for the decision of problems of management of development of the enterprise creation of the integrated control system by development is necessary. Results of the lead researches are approved with positive result in Open Society "Auto-Elektromash", in Open Company "PROM "DNEPR", in Management of economic development City executive committee of Kherson. Sphere of the appendix are the industrial enterprises of different patterns of ownership.
