Essay

The thesis focuses on the notion of legal situation and essential parameters of a political regime as its conceptual framework. In the paper the political-legal situation in Horthy Hungary as well as the main stages of the formation of its state and legal institutions on the territory of Transcarpathia in 1939-1944 are described. The structure of the specific administrative division - the regent's commissariat of Subcarpathia - functioning in the region is examined; its correlation with the system of local government is studied, the status and powers of judicial and law-enforcement authorities functioning in the region are considered, the role of the army in the process of exercising governmental powers is shown. The drafts of Thranscarpathian autonomy are analyzed; the possible prospects for its introduction are considered and assessed. The paper explores how the Hungarian government observed the fundamental civil and political rights of the local population, the right to life, the right of free movement, and national, religious and other rights in particular. The author draws a conclusion on the authoritarian essence of the political regime that was realized by Hungary on the territory of Transcarpathia in 1939-1944, the absence of the occupation regime and the garrison state in the region and the existence of the features of the quasi-autonomous formation in the regent's commissariat of Subcarpathia.
