The complex theoretical analysis of the human rights as fundamental value of civil society in dissertation is made, the peculiarities of human rights realization and the directions of implementation these rights in conditions of forming the named society are described. The main specific features of human rights as universal value, the correlation of universal and cultural in the human rights are revealed. The analysis of interaction between the human rights and institutions of civil society is made, the ways of demonstration the human rights in the processes of such interaction are defined. The main and auxiliary, national and international ways of human rights defending in the civil society are complex investigated. The particular attention to opening the definition of the human rights owners law activity in conditions of forming the civic society is paid. The forms and law activity specifics are defined; the directions of increasing the law activity specifics in transformation societies are suggeste.
