Dissertation is devoted to theoretical and practical issues which deal with formation and development of social protection as a fundamental right of a person in a social state. The work formulates urgency of use of a modern approach to definition of such notions as disability and invalid, taking into account that Ukraine belongs to the countries with social model of relationships a person - an invalid - a state, according to which disability problem is viewed not as a personal problem for a physically disabled person, but as a result of social disadaptation.
