Globa O. Think tanks as subjects of research of public policy.

The object is activity of think tank during research of public policy. The aim is - deployment of essences and forms of activity of think tank as a subjects of public policy's research. The methods are institutional and systems analysis, system - functional analysis, retrospective simulation, dichotomization, theoretical - standard approach, system - structure analysis, network access, system-structure (descriptive) analysis, normative-prognostic receptions. On the basis of analysis of Ukrainian and foreign works, using a complex method, describes that a think tank is public, independent, unprofitable organization. Its research activity consists in a study publicly of important problems and making of ways of their decision. The feature of think tank is important consists, that they have the expressly expressed marketing orientation, work at the special market of services - market of political analysis. In mutual relations with the state think tank is not only as subjects of research of public policy but also as its agents. Application spheres are the formation of a development strategy in public policy's sphere, training courses.
