Thesis is devoted to the research of broad range of legal problems in the sphere of public administration by nonpolitical citizens' units. Legal nature of public administration and tendencies of its formation and development in Ukraine is researched. Definitions of nonpolitical citizens' units and their place in the system of public administration objects are found out. Notion and measures of public administration by nonpolitical citizens' units are determined.
