The process of the development of foreign-policy department in the Ukrainian SSR during 1917-1922, the curtailment of its activity with the foundation of the USSR (Soviet Union), functioning of local organs of People's Commissariat of the USSR on the territory of the Ukrainian SSR was studied in the project. The legal securing of the activity of People's Commissariat of Foreign Affairs of the Ukrainian SSR was analyzed. The influence of Moscow on People's Commissariat of Foreign Affairs of the Ukrainian SSR through the party dependence of Ukrainian SSR on the RSFSR was defined. The changes in the system of foreign relations organs after the creation of Soviet Union were highlighted. In the result of the Soviet Union creation the Ukrainian SSR was deprived of the status of independent subject of international law. The opposition between the Soviet of Рeople's Сommissars of the Ukrainian SSR and People's Commissariat of Foreign Affairs of the Soviet Union in the question of strengthening the rights on the legal level of the Plenipotentiary of People's Commissariat of Foreign Affairs of the Soviet Union under the rule of Ukrainian SSR wider rights in foreign-policy activity was highlighted.
