Suhina O. Rises of efficiency of state administration by the budgetary facilities in Ukraine

Object of research is the state budget of Ukraine. Purpose of research in working of theoretical positions and methodical recommendations on the increase of efficiency of state administration budgetary facilities in Ukraine on principles of reformation of the system of financial account and accounting in the sector of state administration and introduction of the medium-term planning and use of budgetary facilities consists. Research methods are an analysis of the systems, content-analysis; comparative analysis, analysis and synthesis; situational and functional methods. Practical value of the got results in drawing on the results of dissertation at a ground and acceptance of administrative decisions on optimization of financial streams of region to their internal backlogs consists. The scientific novelty of the got results consists in that to one of major tasks of effective state administration budgetary facilities in modern terms there is providing of the medium-term planning and their use it is first grounded. Methodical going near forming of measures, directed on application of generals of programmatic-having a special purpose method at the treasury system of implementation of budgets; table of contents of requirements and criteria of construction of fiscal policy of the state improved. Table of contents of principles of forming of fiscal policy of the state with a market economy and democratic principles of community development; modernization of the system of record-keeping is in the sector of state administration; conceptual principles of introduction of institute of state accountants are in a state sector; the theoretical ground of construction of programmatic complex at application of programmatic-having a special purpose method was got further development.
