Aim - to validate the theoretical bases and ways of improving the formation and usage of local authorities' financial resources. Object - the central and local governments correlation on authorities distribution and guarantees of their provision by the efficient volume of financial resources. Methods - system-defined, statistical, economic and mathematical, the method of scientific abstraction. Scientific importance of obtained results: For the first time - it is suggested the use of integral indicatorof average incomes and expenditures per person, which gives the opportunity to define the degree of expenditures provision with proper local budget gains for the quality evaluation of the financial provision of local authorities; it is suggested the implementation of the process of making the levelling transfers, using the parameter of the joint financing. Specified - the definition of the local finances essence at the expense of delimitation of economic and social display, the meaning of the local authorities financial provision, i.e. it is emphasized the necessity of combining the financial resources mobilization efficiency and their use auditing. It was obtained the further development - the statement of resumption of the local taxes and duties role in formation of financial resources of local authorities, based on the historical analysis; arguments relating to the necessity of stabilization and maximization taxation revenues to local budgets at the expense of not only new taxes and duties, but the reforming the old ones; the statement that one of the alternatives of financial position strengthening of the local authorities is the development of the small businesses and setting the municipal enterprises in profitable sectors of the economy. Practical importance of obtained results lies in validation of recommendations relating to complex approach to the definition of the directions of the local authorities financial resources formation and use improvement.
