The Thesis has dedicated to questions of development models, algorithms and information technologies in follow-up action a state budgetary process. The works base is a complex method of information models building. The essence of the offered approach is concluded two methods - decompositions system to stratum and parametric element formalization, which describe system with sufficient degree of the fullness. Use its method has allowed to formalize any stratum description, including information interaction, does not overstake at description of the details about interconnection organizations with other stratums. Approach to a problem also simplifies the determination a specification for programmed exhibits and their further realization. Technology to aggregations and analysis multivariate data has been created, which allows to form the complex requests for data and get the cuts, aggregation in corresponding analytical forms, including image on cartographic background without use the programming language The results of the study have got using in series programs developments.
