Yanukovych V. Forming and realization of state social policy

A research object is public processes which accompany forming and realization of public social policy. A research purpose is development of theoretical, methodological and practical positions of complex approach on forming and realization of public social policy on the basis of the social oriented strategic orientation of community development. Research methods are an analysis of the systems; analytical; logical generalizations; comparative analysis. The practical value of the got results consists in further development of methodical state government bases and ground of suggestions on introduction of principles of the strategic planning and informative providing of public social policy. The scientific novelty of the got results consists in that first complex approach to forming and realization of strategy of social policy as a complex of actions, contributory infringements the increase of social activity in administrative and economic spheres, to development of mechanisms of realization of policy of the state, forming and distribution of social culture and activation of wide layers of population, is carried out; the most meaningful strategic directions of development of public social policy, proper the requirements of active jobs and problems in a prospect, which providing of effective employment of population, demographic policy, development of housing and communal services, education, public health, ecological safety of vital functions and others like that, are defined and systematized. Category-concept apparatus, touching a social sphere; historical and methodical approaches to forming and development strategies of public social policy, forming approach of the systems in procedure of realization of the strategic planning, are improved. Systematization of problems of administrative, social, economic and culturological development of Ukraine, which determine the features of functioning and dynamics of development of social sphere; the ways of perfection of the informative providing of forming and realizations of public social policy, engulfing activity of public and local self-government authorities at all levels, got subsequent development.
