Guzenko T. Formation of off-budget fund of renewal of natural resources in agriculture.

Research object are financial relations in relation to providing of recreation of natural resources in an agrarian sphere at regional level. Research purpose: there is grounded and development of scientifically-theoretical principles and practical measures on forming of off-budget fund of recreation of natural resources in an agrarian sphere. Methods: approach of the systems, comparison, statistical-economic method, graphic, extrapolations of dynamics rows, economic-mathematical design. Theoretical and practical results: scientific positions and practical developments are formulated will allow providing the recreation of natural resources in an agrarian sphere with the purpose of increase of food safety of region. Scientific novelty: first: grounded expedience of creation of off-budget fund of recreation of natural resources is in an agrarian sphere, the necessity of functioning of which consists in an accumulation and division of facilities with the purpose of realization of the programs and measures of nature protection orientation; it is improved: mechanism of functioning of off-budget fund of recreation of natural resources, which is instrumental in realization of the program of development of region taking into account informative streams in relation to the state of natural environment; got subsequent development: classification of having a special purpose funds, in which the indexes of patterns of ownership, relation are additionally examined in a budget, having a special purpose direction, even bringing in of financial resources at their creation and functioning. Degree of introduction: the results of dissertation are inculcated in the economies of the Sumskoy area and Ukraine. Efficiency: will assist development of financial relations in relation to creation of off-budget fund of recreation of natural resources in an agrarian sphere.
