Object - processes of forming and realization of strategy of enterprise. Purpose - scientific ground of theoretical and practical bases of forming of financial strategy as to important making strategy of development of the National operator of postal connection. Research methods: dialectical and system approaches; method of generalization, com-parisons, methods of financial analysis and economic-mathematics, expert estimations, graphic. Theoretical and prac-tical results: the economic and organizational mechanism of realization of financial strategy of Ukrpost is first devel-oped for providing of direction of development - point-of-sale activity; improved – structural-logic scheme of the strategic planning process taking into account influence on activity of enterprise of financial crisis; approach to the ground of choice of directions of development of national operator of postal connection is based on the use of eco-nomic diagnostics, analysis of competition surroundings and expert estimations in a complex; got further development of concept - „financial strategy"; approach to the reduction of duration of access of money facilities cycle, composi-tion and structure of financial cycle in a process in the process of forming of financial strategy taking into account the features of activity of enterprise of postal connection. Results are entered in practical activity of UGEPC "Ukrpost"; offered for the use in a project "Strategies of economic and social development of the Odessa area on a period to 2015 year"; used in scientifically to research work of the Odessa research institute of connection and in the educa-tional process of ONAS the name of A.S. Popova.
