The theses under analysis contains theoretical notions and practical recommendations as for the application of the complex approach to the creation of the system of metallurgical enterprises personnel estimation, based on the application of work standardizing mechanisms, meeting modern needs of an enterprisesuch as high accuracy at a relatively low cost of working out. The recommended measures based on the analysis of the cyclic nature consisting of a definite set of currently repeated operations allow to increase the management effectiveness. The methods of microelement norm-setting make it possible to determine the duration of the offered operations. In the course of the analysis of the approach to the determining of the integral datum of the estimating of the effectiveness of the usage of the personnel has been developed and national enterprises in the branch under analysis have been monitored for the efficiency in the given sphere. Methods of adapting the system of the personnel audition to the standards of the domestic enterprises of metallurgical industry as well as methods to integrate personnel estimation and stimulation on the basis of common tariff scale for payment to every category of a worker or employee have been offered. Problems of the determining of the of the level of qualification of a worker or an employee in the particular sphere have been analysed and the organization chart to monitor the process of training at an enterprise has been worked out
