Essay

The object of research is industrial freight cars park functioning process in the metallurgical enterprise with a full cycle. The purpose is new readiness maintenance organisation by introduction of adaptive decisions of freight cars parks structural perfection, maintenance service and repair system according to economic operating conditions of the metallurgical enterprise. Methods are system engineering methods, system analysis, operational research, logistics, reliability theory, graph theory, theories of fixed capital updating, waiting theory. Novelty is offer of complex approach, which provides for the first time the expanded representation about concept of operational readiness as readiness of all freight park cars and its separate transport units with different design and appointment for execution of enterprise production program, which the considerable fluctuations defined by variety of the metallurgical enterprise activity aspects taking into account its economic development are peculiar. The new technique of the readiness maintenance organisation of industrial enterprises freight cars by generating of adaptable decisions to conditions of a full business cycle is offered, namely: at sharp falling of cargo flow and accordingly superfluous freight quantity and repair manufacture capacities (a crisis phase); at park functioning on a low cargo flow level with current replacement of cars which leave, and the repair techniques (a depression phase); at revival and lifting of the basic manufacture, cargo flow increasing and accordingly necessity of the expanded restoration of carload parks (a revival and lifting phase). The situational adaptation technique of maintenance service and repair system synchronously to cargo flows change, which allows to correct soundly technology and specifications of a damage control, is specified. The results are developing of new readiness maintenance procedure of industrial freight cars at the expense of cyclic and situational adaptation measures systems generation to changes of the external and internal economic environment of metallurgical enterprise. Introduction degree - a technique of a complete set of freight cars working park by choice from available structure on freight car residual resource criterion is introduced on OJSC "Metallurgical enterprise "Azovstal ". Application sphere is industrial transport of metallurgical enterprises.
