The role and the place of railway transport in an industrial-infrastructural complex of a modern mega-city and motive forces of its integration into passenger-transportation system of a city are specified. . Organizational-economic bases of developing systems of type «highway – knot – city» are developed, the general conceptual approaches to making up of organizational-economic structures corresponding to them are formulated, it is offered and use of a ring-knot method of determining stages of their introduction is scientifically proved. New methodical approaches to determining of organizational and social and economic efficiency of city developing and suburban transportations of passengers are presented.
