Yurchenko Y. Development of the strategic planning mechanism for railway transport

Research object – process of strategic planning in railway transport development. Purpose – scientific foundation of theoretic basis and development of practical guidelines in designing the strategic planning mechanism for railway transport. Methods – abstract and logical, analysis and synthesis, graphical, economic and mathematical modelling, statistic and finance-economic analysis, and expert judgement. Practical importance of the obtained results – development of methodical approaches and practical recommendations on designing a strategic planning system for railway transport. Introduction rate – a number of proposed concepts of the dissertation are used while developing and grounding the major aspects of railway development and for perfecting management on the level of the railway industry, as well as in teaching methods of Ukrainian State Academy of Railway Transport. Scientific novelty of the obtained results – it has been proposed the cooperation mechanism of enterprises from the strategic railway sector through creating strategic alliances; it has been developed the methodical approach to the estimation of potential of the strategic railway sector, based on defining strategic potential of railway facilities, coordination between separate parts of facilities’ strategic potential, as well as its compliance with strategic objects and progress; the strategic planning mechanism for the railway industry; it has been developed the approach to creating strategic sectors of railway transport; it has been improved the approach to hierarchy of strategic goals for railway transport, based on emphasizing concentration levels of managerial functions; it has been developed methodical recommendations as to the essence of railway transport reforming stages; it has been defined the role and tasks for the situation centre of the strategic sector.
