Petenko A. Improvement of the programs of socio-economic development of coal industry

Theoretical generalization and subsequent development of methodical approaches to the improvement of the government programs of social and economical development, directed on the increase of efficiency work coal industry, is the target of dissertation work. A research object is the process of planning of effective activity of industries of national economy. Theoretical and methodical approaches to forming of the social and economical programs development and development of increase mechanisms of their efficiency in coal industry come forward the article of research. Research methods: systems approach, methods of analysis and synthesis, method of comparative analysis, methods of ekonometry, economical and mathematical design. The scientific novelty of the got results consists in the ground of conceptual theoretical bases and methodical approaches to the improvement forming mechanisms of the programs social and economical development coal industry. Basic scientific results determining a scientific novelty consist in the following: improved: theoretical and methodical approaches to forming the programs of socio-economic development; the scientific conception ground the increase of industries efficiency national economy; methodical approaches to estimation of labour terms on use coal enterprises by means the introduction of risk of capacity integral to the coefficient on production; methodical approaches to the mechanism of social defence of miners. Subsequent development was attained : conception of nedropolzovaniya on the basis on use economic category is "social responsibility of business" and principles of integration with social partners, that will provide rational prirodopolzovanie and social and economical development of territory coal industry; the notions decisions are the "social and economical consequences of industrial activity of coal enterprises", "social defence", that gave possibility to spread the social functions of the state; mechanism of forming format ocial partnership, which takes into account the specific terms of mines, restructuring of industry and is adapted to the international standards in area of steady national development economy. The practical value of the got results consists in the use of theoretical grounds and outputs of dissertation for forming the programs social and economical development enterprises, improvement of management mechanism by social and economical development of coal industry, decision of social directions defence on the depressed territories
