The thesis is dedicated to the integrated study of investigators' responsibility in the procedural criminal aspect, as social phenomenon, legal category and legal institute. The thesis covers concepts, grounds of procedural criminal responsibility of investigators in positive and negative aspects, as well as describes concepts and component parts of procedural criminal delinquencies of investigators. Factors having an adverse effect on activity of investigators and inducing them to committing procedural criminal delinquencies have been analyzed. Measures of implementation of procedural criminal responsibility have been investigated. The conclusion is being substantiated on the fact that the contents of procedural criminal responsibility should be determined subject to positive and negative aspects thereof, that elucidates entirely the modern social purpose of this institute. As a result of this, it has been revealed the expediency of existence of two forms of implementation of procedural criminal responsibility (voluntary and compulsory), and the activity of authorized officials (head of the investigating department, public prosecutor and judge) is of direct importance in the mechanism of its implementation.
