In the dissertation models and self-learning competency-based information technology development are considered. Methodological and algorithmical framework of self-learning competency-based information technology development has been suggested. Сompetency' taxonomy aggregation method and competency-based learning path designing algorithm have been developed. The competency' taxonomy combination algorithm for different learning tasks has been created. Internet-based technology for self-learning support has been designed.
