This thesis specifies place and role of social guarantees in public life, investigates the purpose of social guarantees in the economic system of the state, formation and progress of the system of social guarantees for inhabitants of Ukraine. The work determines that the system of social guarantees in different countries has some specific features, but one can define unified criteria of their classification: according to financial indication, priority of their accomplishment, branch signs, target destination, duration of their assignment, type of expenditures on their financing.
