In dissertation the theoretical and methodological foundations of efficiency of agriculture are completed. The essence of "forage production", "forage base" and "system of forage production" are considered and generalized. Also, the methodological principles of increase of the economic efficiency of forage production and utilization at all categories of enterprises are grounded. The analysis of the structurally-dynamic progress trends of forage production development are founded out. Done the economic appraisal of forage production and utilization in agricultural enterprises and households. The problems of improvement of the system of forage, questions of optimization of their structure, specialization and concentration development in forage production are elucidated. Much attention is to be paid to dynamics of spending of forage as well as to production of animal products at all categories of enterprises. The methodical approaches to planning of forage requirements for agriculture of region are proposed and the necessary long-term volumes of forage production are researched.
