Telyukov A. Improvement of Mechanisms of Government Control of Institutional Changes in Coal Industry

The object of research - the process of institutional changes in coal industry. The purporse of research - development and ground of theoretical and methodical concepts and development of recommendations aimed at the improvement of regulation of lease relations mechanisms in the context of institutional changes in coal industry. Methods of research: logical analysis and synthesis, technical and economic analysis, correlation and regressive analysis and others. Practical value of got results: fundamentals, presented in the dissertation, were applied by "AP "Shakhta Zhdanovskaya", CJSC and "Shakhta Belozerskaya", LLC. Scientific novelty of received results is in the improvement of mechanisms of lease institution in direction to their adaptation to the conditions of coal industry. For the first time theoretical and methodological ground of lease as an independent formal institution, its basic constituent mechanisms, which influence the effectiveness of the use of lease in coal industry is given. Improved methodical approaces to the ground of ways of improvement of organizational and legislative lease mechanism in depend of the specifics of coal mining enterprises functioning, which lie in adaptation of organizational principle of transfer of lease property complexes and legislative support of process of transfer and return of lease property; methodical approaches to the improvement of economic mechanism of lease, which is in forming the system of economic stimulation of coal mining enterprises leasers; theoretical fundamentals of forming the organizational mechanism of coordination of activity of enterprises of the nonstate sector of coal industry via associated structures creation. Got further development approaches to the use of lease forms in coal industry taking into account oversea and domestic experience and current legislative base, which is aimed at the choice of effective lease form; determination of ratios of the effect for lease subjects from integral property complexes lease; system of principles ground, which enable an effective functioning of the lease institution in coal industry.
