Dissertation deals with complex theoretical-legal research of public control as the institute of civil society – one of the important factors of its becoming, forming and development. Scientifically methodological principles of studies of the public inspection phenomenon are found out, number of categories and concepts are defined, which represent genesis, maintenance and setting of public control, its social essence. Optimum approaches are considered to the scientifically-theoretical comprehension of the role and place of public control in the vital functions of society.
