The problems of legal regulation of MIA are researched in the dissertation. Author studied the problems of legal regulation of MIA legal personality. The sphere of providing of administrative service are researched in the dissertation. Author investigated MIA activity in various regions. Author approaches are used. The definitions of administrative service rendering sphere, MIA legal regulation in the sphere of administrative service rendering are given. Also the definitions of MIA activity in administrative service rendering, MIA structure optimization are given. Their importance for administrative law theory is defined.
