3. It is carried out a new, relativistic approach to description of the forbidden radiative transitions characteristics in spectra of the heavy atoms and multicharged ions. New method is based on the energy approach and gauge-invariant QED perturbation theory formalism with using the optimized one-quasi-particle representation and precised accounting for the exchange-correlation effects. There are carried out the calculations of energies, probabilities and oscillator strengths for the radiative (М1,М2, Е2 etc) transitions in spectra of the HgII, ArII ions, ions of isoelectronic sequences NeI, ZnI (Z till 92) and atoms EuI,YbI.
