Essay

The thesis is devoted to the investigation of the parliamentary electoral system's development in Ukraine in 1991 - 2006. The complex analysis and the assessment of reasons and preconditions of the implementation, introducing in practice and the results of using different kinds of electoral systems for Ukrainian people's deputies electing were made. The development of the electoral system and specific features of elections in the Soviet Ukraine were highlighted. Predominant attention was paid to the peculiarities of electoral system's choice with adoption of the Ukrainian laws on elections of people's deputies in 1993, 1997, 2001 and 2004. There were analyzed the returns of using all widespread electoral systems at the Verkhovna Rada of Ukraine elections: an absolute majoritarian system - in 1994, a mixed system - in 1998 and 2002, a proportional system - in 2006. The propositions for providing an effective parliamentary electoral system in Ukraine were made.
