Dissertation focuses on theoretical and practical problems of legal principles and norms correlations. The author gives a new interpretation of the notions of legal principles. Based on these notions common and specific characteristics of legal principles and norms are proposed. Forms of cooperation of legal principles and norms, controversy between them are analyzed in the course of law applying. A special approach is given to the principles impact on development and adoption of legal regulations. The author proposes a new approach to the classification of legal principles on the criteria of their impact on their development and functioning of law. The detailed analysis is given to the forms of legal principles approach in law applying process.
