Essay

This thesis is devoted to studying of natural and legal and positive understanding of correlation of law and legislation problem. Natural and legal understanding is characterized as more grounded. According to this the problem of understanding of law-making, legislative, departmental law-making activity in the bodies of internal affairs, law-applicable activity in the bodies of internal affairs, legality is researched. Analysis of the number of laws and by-laws, which have direct relationship to the bodies of internal affairs' activity is realized. Some illegal regulations of these acts are stated; propositions as for elimination these lacks are formulated.
