Gusyeva C. Normative-Legal Security of Crimes' Prevention y Militia of Ukraine

The thesis is devoted to forming of the system model of the normative-legal security of crimes' prevention by militia of Ukraine, as well as to elaboration of propositions and recommendations concerning perfection of the legislative and departmental regulation of the militia activities in the field of crimes' prevention. The current legislation and subordinate standard-legal acts as well as departmental standard acts of the Ministry of Internal Affairs of Ukraine re crimes' prevention, taking into account study of the practice of preventive militia's activities, are analyzed. The criminological role of the legislation and other standard-legal acts, which functionate in the field of the crimes' prevention, is characterized. The propositions concerning perfection of the system of the normative-legal regulation of crimes' prevention, including ones which concern creation of the legal and organizational-managerial mechanisms that secure validity of the legislative and departmental standard-legal acts in the field of crimes' prevention by militia of Ukraine, including elaboration of the criterion of the registration and evaluation of results of corresponding activities of its services and subdivisions, are elaborated. The opportunities of implying of the international experience of cooperation and corresponding norm-proclaiming activities of foreign countries into native normative-legal regulation of crimes' prevention are studied.
