Thesis is the complex scientific research of the system of human and citizen rights in the context of patient rights protection with the help of state and public mechanisms. The author proposes the classification of human rights in the sphere of health protection: human and citizen rights established by the Constitution; general and special patient rights. The system of effectiveness criterions of protection of patient rights methods was worked out; main criterions of classification of nongovernmental organizations specialized on patient rights protection were distinguished and main directions of their functioning were analyzed
