The thesis contents well-grounded propositions on improvement of system non-isolation preventive measures with the purpose of guarantee of appropriate behaviour of suspected, accused, the defendant, condemned and with the purpose of observance of requirements of the international legal acts on ensuring of human rights. The essence of preventive measures reveals, well-grounded expediency of introductions of new preventive measures: temporary deprivation of a driving or other special licenses; temporary deprivation of a passport; supervision of militia.
