Dissertation is devoted the state-legal looks of the known graduating student of Emperor's iniversitetu of Sainted Volodymyr, legislator, social and political figure Mykola Mikhnovskiy. Genesis of legal and political world view of M.Mikhnovskiy is considered in labour, evolution of him state-legal looks. His labours are probed in a context them legislative value and the special attention is spared constitutional preject. The political, administrative system of Ukraine, right and duties of citizens is reflected, system of state power and self-government on the constitutional project of Mykola Mikhnovskiy.
