Dissertation work is devoted to the decision of scientific and technical task of methods precision increase and models of telecommunication network characteristics description in the conditions of uncertainty. The terms of uncertainty origin are analyzed in telecommunication network characteristics description. The factors of environment, which influence on the mode of telecommunication network functioning, are considered. The models of description of external environment influence are built on the parameters of telecommunication network. A hierarchical telecommunication network structure is analyzed and models which describe influence of hierarchy lower levels subnetworks on the hierarchy higher levels subnetwork taking into account the unclear specification of parameters of telecommunication network are built.
